		Consent: Underage wives can have sex, not teens When the Indian Penal Code (IPC) was enacted way back in 1860, the age of consent -the minimum age at which a girl is legally competent to have consensual sex -was fixed at 10. In other words, even if she was a willing partner, sex with a girl less than 10 was deemed to be statutory rape. UP number one in awarding death penalties Uttar Pradesh awarded 506 death sentences between 1998 and 2013, the highest in the country during that period, shows a study by the Commonwealth Human Rights Initiative (CHRI).
