		China detains 11 for dumping garbage in Yangtze river China has detained 11 people for dumping more than 2,900 tonnes of garbage into the Yangtze river in Jiangsu province, the official Xinhua news agency reported late on Sunday. The garbage was dumped earlier this month after two firms entrusted to dispose of household garbage subcontracted the work to third parties, Xinhua said. China encourages industries to protect environment China will encourage labour-intensive manufacturing industries located along the eastern coast to relocate inland, it said in a new 2016-2020 plan to develop the economy of its western regions. The country's cabinet, the State Council, approved the western development five-year plan on Friday, according to a notice published by China's official government website late on Sunday. China to levy new taxes in bid to strengthen fight against pollution China's largely rubber-stamp parliament passed a law on Sunday that will levy specific environmental protection taxes on industry for the first time from 2018, as part of a renewed focus on fighting the country's pollution woes.
